A transparent structured assessment—not an official net assessment or a substitute for classified operational analysis.
Define the contest
The primary benchmark is high-end deterrence against the PRC, especially the First Island Chain. Other adversaries matter where they change homeland, cyber, nuclear, or industrial risk.
Separate quality from capacity
Platform performance, theater geometry, magazine depth, repair, workforce, logistics, and production are assessed together. Possessing a technology is not the same as fielding it at useful scale.
Use an ordinal scale
The five positions express direction and magnitude, not a measured probability. Public evidence cannot resolve classified readiness, plans, vulnerabilities, or scenario-specific force employment.
Expose the disagreement
