Experience & force cohesion
The United States retains a modest current edge through mature joint command, repeated global operations, an experienced professional cadre, and recurring combined training with capable allies. That is an institutional advantage—not proof of superiority in a peer Indo-Pacific war. Neither force has recent experience in that conflict, and U.S. readiness evidence shows serious erosion beneath aggregate personnel totals: more than 150 open readiness recommendations, unreliable skill-and-experience fit measures, a 25 percent Space Force personnel shortfall, and persistent technical-workforce bottlenecks. The PLA is training more jointly and recruiting technical talent, but specialty readiness, retention, initiative, and team performance remain too opaque for a high-confidence comparison.
