RecommendationConvert allied production into enforceable access
Nominal allied capacity can be unavailable because of existing customers, feedstock, export authority, ownership, transport, or missing defense qualification.
Negotiate defense-priority offtake and qualification arrangements around operating allied nodes: Japanese titanium sponge; Belgian, Canadian, and German germanium; Norwegian, Finnish, Canadian, and Japanese cobalt; and credible Australian, Canadian, European, and Korean mineral-processing projects. Record controlling ownership and upstream feedstock, not only facility geography.
