From question to living research.

  1. 01

    Set the decision boundary

    Define actor, objective, comparator, geography, horizon, and exclusions before collecting evidence.

  2. 02

    Map the causal system

    Connect resources and instruments to transmission, implementation gates, target adaptation, outcomes, and sender costs.

  3. 03

    Build the source register

    Prioritize primary data and policy, independent oversight, and intergovernmental evidence. Record publication date and observation date separately.

  4. 04

    Write metric contracts

    Define unit, numerator, denominator, update cadence, lag, access limit, and the movement that would change a judgment.

  5. 05

    Select disconfirming cases

    Include success, failure, mixed results, adaptation, and at least one case that challenges the program thesis.

  6. 06

    Apply explicit rules

    Trace every important observation through a stated rule. Do not infer outcomes from money, signatures, rhetoric, or activity counts.

  7. 07

    Red-team and bound uncertainty

    Test alternate explanations, missing evidence, selection bias, actor intent, definitions, and policy tradeoffs.

  8. 08

    Publish with an owner

    Launch only with a primer, baseline, cases, indicators, limitations, machine-readable data, revision rules, and an update owner.
