State the strongest affirmative case for the published judgment.
A judgment-by-judgment audit of the ten relative-capability positions and two-year outlooks. Each affirmative case faces its strongest challenge, rebuttal, rejoinder, and sensitivity test.
All ten current-position calls and all ten outlook directions survive. Seven lower-level comparative labels should be corrected because a measured U.S. shortfall does not by itself prove a corresponding PLA edge. Recommendations below are shown separately from the published assessment. A primary judgment changes only when the assessment and its public change record are updated together.
Weights describe argument strength, not truth probabilities. Evidence families are not counted repeatedly, and missing or classified facts are not imputed in either side’s favor.
State the strongest affirmative case for the published judgment.
Present the strongest evidence-based reason the judgment may be wrong or overstated.
Credit the strongest answer to that challenge, prioritizing delivered output and observed outcomes.
Test what remains unresolved after the rebuttal is fully credited.
Hold, lower confidence, withhold, or recommend revision without counting citations as votes.

Open a judgment to inspect the affirmative case, strongest challenge, strongest rebuttal, remaining objection, ruling, sensitivity test, and complete source trail.
The U.S. retains the comparative edge through a larger mature low-observable ecosystem, mission-system integration, aerial refueling, training infrastructure, and allied force access. These are realized force attributes, not merely acquisition plans.
The edge may already be only contested in the relevant theater. F-35 mission-capable and fully mission-capable rates deteriorated; accepted TR-3 aircraft were not combat-capable; tanker, weapon-depth, and base-survivability constraints persist; and the PLA fields growing J-20/J-16/KJ-500 capacity near likely operating areas.
A U.S. readiness deficit does not erase the larger U.S./allied low-observable and integration ecosystem. Public PLA reporting describes increased training intensity and sortie frequency but provides no fleet-wide mission-capable rate, sustained combat-sortie output, weapons sufficiency, or independently observed force-generation result. The U.S. edge can therefore coexist with meaningful narrowing.
PLA opacity cannot be converted into a U.S. advantage. Geography, runway vulnerability, missile pressure, and tanker dependence can sharply reduce the usable theater edge, and peacetime platform quality may not survive the campaign architecture.
Hold U.S. edge / Moderate. The challenge justifies the narrowing outlook, not a current-position move. Correct AD-D5 because the record establishes U.S. sortie-generation weakness but not a comparative PLA sortie-generation edge.
Move toward Contested if comparable evidence shows PLA combat-coded sortie generation, weapons depth, and sustainment at theater scale while U.S. F-35 readiness remains near current levels. Strengthen the U.S. edge or arrest the trend if F-35 mission-capable recovery is sustained and operational CCA/ACE output measurably improves usable combat mass.
Toward PRC. U.S. readiness and delivery worsened while advanced PLA aircraft and airborne sensing grew.
CCA, open autonomy, ACE/dispersal, allied exercises, and production improvements could arrest narrowing within two years.
Those efforts are credible, but operational CCA squadrons, sustained accepted output, recovered F-35 readiness, and theater weapons depth are not yet public. Exercises demonstrate practice, not a net comparative output reversal.
PLA fleet growth is also partly inferred from inventories and official reporting; public evidence does not reveal usable sortie quality or combat availability. The trend should not be treated as high confidence.
Hold toward PRC / Moderate; retain arrow. The asymmetry is realized U.S. deterioration plus observed PLA inventory growth, bounded by missing comparative sortie data.
Withhold or change to Stable if F-35 recovery is sustained and operational CCA/ACE output arrives before further PLA usable-mass gains. Strengthen if those U.S. outputs slip and PLA force-generation evidence improves.

A PRC edge may already be the more honest label. Virginia-class output is about one per year against a two-per-year requirement; deliveries and maintenance are late; repair backlogs accumulate; and PRC commercial/naval shipbuilding depth can replace mass faster near the theater.
Hull count and industrial throughput do not directly measure undersea quality, acoustic advantage, crew proficiency, weapons effectiveness, or allied access. U.S./partner undersea and distributed maritime capabilities remain substantial enough that a single PRC-edge label would conceal a genuinely split competitive structure.
The most favorable U.S. variables are also the least publicly observable. U.S. availability and shipyard constraints are audited facts, whereas the assumed margin in classified acoustic and operational quality cannot be independently sized.
Hold Contested / Moderate. This is a robust split-domain judgment, not a compromise produced by uncertainty alone.
Move toward PRC edge if independently observed PLAN ASW proficiency and sustained readiness improve while U.S. SSN production/repair remain stalled. Move toward U.S./partner edge only if undersea availability, munitions, repair, and allied integration improve enough to outweigh PRC surface/industrial scale.
Toward PRC. PRC shipbuilding and fleet scale continue to grow while audited U.S. production and repair performance remain below plan.
U.S. undersea quality, AUKUS/partner investment, unmanned systems, munitions expansion, and shipyard funding could arrest the trend.
Most counterefforts cannot close shipyard, maintenance, workforce, and delivery gaps within two years. The observed PRC scale mechanism is already operating.
Ship counts and commercial capacity do not prove net combat effectiveness; classified undersea advantages can persist even during industrial deterioration.
Hold toward PRC / Moderate; retain arrow. The trend concerns relative system depth, not a prediction that PRC platforms become uniformly superior.
Reassess if Virginia output/repair measurably improve, allied undersea delivery accelerates, or PLAN readiness/ASW evidence materially weakens the scale mechanism.

The label may overstate PRC certainty because inventory, readiness, accepted annual output, targeting resilience, and replenishment are opaque. The U.S. has delivered PrSM, fielded two Mid-Range Capability batteries, exercised operational users, and widened allied participation.
Initial U.S. output remains small. GAO records about 30 first-lot PrSM rounds completed by January 2025, two MRC batteries with limited disclosed missile depth, and continuing hypersonic schedule/test problems. Future PrSM increments and production objectives are not current capacity. The PRC's fielded regional architecture remains the stronger directly relevant fact.
Fielded PRC systems are not the same as verified usable salvos, survivable target custody, or wartime replenishment. The 2025 U.S. China report describes a broad, advanced PRC missile industry, but does not publish weapon-specific accepted-output or replenishment rates.
Hold PRC edge / Moderate. The high-level edge is supported by fielded architecture. Correct LF-D5, however, because the narrower industrial output & critical inputs component is not supported by a symmetric accepted-output comparator.
Move the current position toward Contested if U.S./allied accepted inventories, moving-target capability, and resilient sensor-to-shooter chains reach operational scale. Raise confidence in the PRC edge if independent evidence reveals sustained PLA ready inventory and replenishment capacity materially beyond U.S./allied growth.
Toward U.S./allies. PrSM has entered delivery, MRC batteries exist, allies are fielding/employing systems, and operational-user exercises show a widening pathway.
Initial quantities are small; annual accepted output is not publicly visible; LRHW/CPS and moving-target increments remain delayed or future; and the PLA begins from a much larger fielded regional architecture.
The direction does not require parity within two years. GAO records actual PrSM and MRC deliveries, not just budgets; allied integration and demonstrations add independent evidence families. A small realized narrowing can coexist with a continuing PRC current edge.
Production objectives—up to 628 early-operational-capability PrSM rounds across five lots—are not accepted inventories, and FY2026 public quantity suppression reduces observability. A handful of deliveries can be overwhelmed by PLA expansion or stock depth that is not public.
Hold toward U.S./allies / Moderate, at the lower edge; retain arrow. This is the strongest case where the rebuttal round prevents an overly pessimistic downgrade, but it remains sensitive.
Withhold if accepted annual inventories, second-battery depth, or allied fielding fail to grow. Strengthen if moving-target increments, resilient target custody, and repeated accepted production become operational. Reverse only if comparable evidence shows the PLA gap widening despite U.S./allied delivery.

PRC ISR and LEO deployment are growing rapidly; counterspace capabilities threaten high-value systems; and U.S. ground software, program delivery, and specialist staffing have documented weaknesses. The usable wartime position may therefore be contested.
The United States is not static. Twenty-one additional Tranche 1 transport satellites reached orbit in July 2026, a proliferated architecture is being fielded, and the broader U.S. commercial/allied space base remains deeper. U.S. program weakness does not establish superior PRC ground integration or operator performance.
Orbit insertion and contract awards are not operational acceptance, demonstrated battle management, or restoration under attack. PRC target-custody quality and counterspace integration are likewise opaque, leaving the resilience contest less observable than platform counts imply.

Move the current position toward Contested if PRC constellations demonstrate persistent theater target custody and resilient counterspace integration while U.S. ground/crew bottlenecks persist.
Toward PRC. PRC ISR/LEO launch cadence and counterspace investment are observed, while several U.S. ground/delivery constraints persist.
The July 2026 launch of 21 Tranche 1 satellites and continuing U.S. proliferated-architecture awards may arrest or reverse narrowing within two years.
Orbit insertion is a real delivered milestone and materially stronger than a plan, but it is not accepted operational service, integrated battle management, or demonstrated restoration under attack. The rebuttal narrows the forecast margin without yet reversing it.
PRC launch cadence is subject to the same distinction: satellites in orbit do not automatically prove service quality, military tasking, resilience, or target-custody performance. Neither side's operational integration is fully observable.

Volt Typhoon/Salt Typhoon-style access, DIB and critical-infrastructure exposure, and Cyber Command's admission that the original force design did not anticipate sustained operations at required scale could justify a PRC edge.

PRC model efficiency, domestic-model procurement, large-scale diffusion, an expanding research base, and workarounds around compute restrictions may make the current position Mixed rather than a U.S. edge.
Direct frontier evaluations, leading-provider access, advanced accelerators, and ecosystem depth remain more observable and favorable to the U.S. side. PLA procurement records show adoption and intent, not superior decision quality, reliability, or human-machine operational outcomes.
Frontier benchmark leadership is also an input proxy, not a military outcome. Efficient domestic models, rapid diffusion, and task-specific integration could narrow operationally without matching the frontier; neither side discloses representative combat-decision results.

This is an observed structural source of power rather than a projected program.
Political permission is conditional; FMS/release processes are slow; forward fuel, pre-positioning, repair, and contested sustainment remain inadequate; and PRC proximity plus improving joint logistics may neutralize much of the formal network.
Exercises, access agreements, force posture, and release reforms show real integration activity across multiple independent governments. A dispersed coalition network remains a durable comparative advantage even if its logistics are imperfect.

GAO's open fuel, pre-positioning, and contested-repair recommendations show that activity has not become assured throughput; political permission remains conditional; and PLA joint-logistics modernization continues.
Directional improvement does not require solved logistics. Additional access, repeated multinational integration, and release reforms are realized institutional outputs that expand options relative to the prior baseline.
The same period includes offsetting PLA logistics activity, and the decisive comparative outcome—sustained wartime throughput under attack—remains unmeasured. The net direction could be smaller than the institutional activity suggests.
